2. Ever since the Gulf War began in 1991, millions of US soliders have been forced to get the experimental anthrax vaccine. There have been tens of thousands of reports of brain and immune system dysfunction, including death, among soldiers following vaccination. After seeing many of their colleagues die and become crippled after anthrax vaccination, more than 400 soldiers refused the vaccine and were court martialed, dishonorably discharged or otherwise forced to leave the military. If Sullivan rules that it was unlawful for the DOD to order troops to take an experimental anthrax vaccine without their informed consent, the soliders who have been punished for refusing to take the vaccine will be able to petition DOD for correction of their service records.

I believe the anthrax vaccine is unsafe. It is linked to a large number of illnesses among people in my unit. Within a few weeks after I reported for duty I became aware that approximately 5% of my squadron were suffering from unusual illnesses that resembled those described as Gulf War Illness. They all had two things in common; they all had the anthrax vaccine and were healthy before receiving the vaccine. These people were suffering from symptoms such as severe skin rashes, chronic bone and joint pain, autoimmune disorders, thyroid damage, seizures, memory loss, neurological problems, chronic fatigue, vertigo, and internal and external lesions. I had never seen illness of this like and magnitude before and neither had my peers and those senior to me. To date there has been no medical explanation for the widespread illnesses listed in the attachment.
8. NEWPORT NEWS, VA - The Pentagon
never told Congress about more than 20,000 hospitalizations involving troops who took the
anthrax vaccine from 1998 through 2000, despite repeated promises that such cases would be
publicly disclosed. Instead, generals and Defense Department officials claimed that fewer
than 100 people were hospitalized or became seriously ill after receiving the shot,
according to an investigation by the Daily Press of Newport News.

poverty to announcing $100 million in acquisitions, including other pharmaceutical
companies and a new manufacturing plant near Washington, D.C., even when it could not
deliver a product that troops could use.

More than 1,200 military personnel who received the
anthrax vaccine before going to Iraq have developed serious illnesses, according to an
Army report released last month, though local military officials contend the shots still
are safe and necessary.
Since 1991 and the first Gulf War, the Defense Department has required service members to
be immunized against such childhood diseases as Typhoid and Hepatitis A as well as against
biological agents such as anthrax, when deploying to Korea or the Middle East.
But with Army officials reporting 1,200 illnesses and several thousand more queries about
potential side effects, the Defense Department has started allowing troops deploying
overseas to opt out of receiving the anthrax vaccine without penalty, according to the
Army and Air Force.
Maj. Brian Blalock, public health flight commander at Nellis Air Force Base, said the
anthrax shot is no longer mandatory for service members who are willing to sign a waiver
releasing the military from liability.
